Vladimir Putin, President of Russia, signed a Decree for “Pilot Project on Establishment of Kurchatov Institute National Research Center”

The decree signed "with aim to create technological base of innovation economy, provide scientific technical achievement in priority areas for development of science and technology in Russian Federation, create legal and organizational activity base for new scientific innovation structures".

The center is established for accelerated use of scientific research in production, carry out full innovative research and development cycle, including industrial samples creation in priority areas for scientific and technological development in RF: "Industry of Nanosytems and Materials" and "Power Engineering and Energy Saving".  

Besides, the Center is establishing to perform coordination of scientific activity on President Initiative realization "Nanoindustry Development Strategy", formation of principles for building and operation of national research centers.

Russia's government was instructed to confirm the main areas of fundamental and applied scientific research for the period of 4 months as well as support and development program for scientific, technological and engineering infrastructure of the center including program indicators, its content, form and accounting procedure.

V. Putin also instructed government to foresee the establishment of labor payment system for personnel and managers of Kurchatov Institute National Research Center providing with effective tasks fulfillment which was assigned for National Research Center and to determine financing sources and order of expenses related to Center establishment and its activity.   

According to Decree, the Regulation of "Russian Scientific Center Kurchatov Institute" Federal State Institute must be amended specifying, in particular, the establishment of Supervisory Board for Pilot Project implementation control.

Moreover, for the period of 6 months the government must develop projects of regulatory legal acts, concerning establishment of National Research Centers in RF specifying legal and organizational activity bases and proprietary rights of these centers providing with its effective functioning including use of state and private partnership.

Also government must foresee the order of program development and realization for fundamental and applied researches and innovation activity of national research centers, sources and order of financing for National Research Centers.
